Nap is newer, so of course it's going to be able to be better. If you want to rule a Empire/nation, E:TW is your best bet. Looking for more battles and a focused campaign, N:TW is for you. It will constantly surprise you, like when it will launch an attack from sea etc. Napoleon is good for what it does but for a grand campaign you need Empire with DarthMod.
